What bird is this , any ideas ?

Black and white plumage / long tail

Wings flutter each time it tweets/sing .

Saw them on the garden wall this morning

Could be a wagtail
Sounds like it could be a pied wagtail.
Sorry Bazile tried to do a link but couldn't get it to work!

There used to be hundreds of them around the school I taught at in Sheffield. (They were by far the most common birds seen on the yard, with dozens of them there most of the time - even when the kids were kicking footballs around them!)
Now you are showing me up Tonyav! Pretty little birds aren't spend a lot of time walking on the ground

Yes, Pied wagtail was my first thoughts too.
It might sound silly but, if it's a wagtail, it'll be wagging its tail all the time - a dead giveaway.
