Pooing on the carpet

I have two cats. One uses the litter box perfectly well, the other seems to always poo right outside the litter box or if she does use the box, she doesn't cover her poo, Any idea how to prevent / stop her from pooing outside the box?

Hi peanut's dad,one of my cats,refuses to cover his poo if the litter tray either has a poo already in it(that I haven't noticed and removed)or is at the "just about to be changed"stage.I always think it is a protest poo!! He does miss the tray sometimes too,but I put that down to bad judgement!!
Questions: how old are the 2 cats, both female? Have they been together all their life? Does she go right on the outside, like, the edge? As if she has her feet in the box but the butt hanging over? One of my cats often poos by the litter tray but as lindapinda says it is usually because she does not feel that the litter is clean enough to use.  I think it is her way of saying "Hey we need a change of litter here"
