Horse Purchasing

I wish to buy a 15 year old, Welsh section D cob mare, she is jet black and just gorgeous, I wondered how much to pay for her as her owner is asking for �1000 complete with tack, rugs, etc, she has not been shod, but with the owner's permission I had the farrier visit her and he checked her feet and put shoes on her, I have ridden her and she is sound, albeit a bit pigeon toed ! I offered �600 for her but the owner flatley refused, how much should i pay for her, she is grass kept and needs some work as she has not been properly ridden in over a year and has been slightly neglected! All suggestions welcome, she has no passport either.
