You could try spraying him with water from time to time, using one of those plant sprayer bottles. It's what I used to do with my gerbils.

I'm not sure whether you could give him any pieces of frozen fruit at all - sort of a hamster lolly.
2 tips I remember from when my kids had hamsters are to stand the cage on a cold surface and also to wet a towel with very cold water, wring it out tightly and put it over the cage for a while.
my sisters set up one of those office fans near the cage for hers, and even put it on a timer so's it keeps on every hour! aahh, x
Fill a water bottle and freeze it, the place in in the cage so he can lie against it if he wants.
then*
put him in the fridge
Don't put him in the fridge!! I know you were only joking, but if you put him in the fridge he'll end up hibernating.

Don't forget hamsters come from semi-desert areas, so they are well adapted to coping with the heat.

You could try filling a deep tray with earth, quite well compacted, like it would be in the garden, and then he can dig himself a burrow, like he would in the wild. The earth will help to keep him cool.

Give him cucumber and lettuce, to keep him hydrated.

Bless him!!
i have always put a bottle of frozen water in my pets cages to keep them cool... i got the idea from pets at home
