Where do i report a kennel cough outbreak that isnt being dealt with properly?

dont know that you can, have you tried the RSPCA, you could let local vets know and they could put a notice up in the surgeries so that it gives people the opportunity to have the vaccination.

By an outbreak, and not being dealt with, what do you mean, is it more than one dog and it is being taken out to integrate with others??

I think there has been a legislation (or law) lately that gives owners the obligation to treat animals that are suffering or ill. So by law, these dogs need to be treated, if not being done your best bet it to sort advice of RSPCA.

yes, lots of dogs mixing with other dogs for the last 4weeks
