I share a garden with my neighbour who has a cat. He scratches and messes in the gravel and my herbs. Any cheap tips to stop him whilst at the same time keeping peace?

Cats prefer dry clean sand for both functions.
If your neighbour can provide a deep litter tray with sand somewhere and frequently clean it you should not have much trouble anymore.
There will be some effort involved in keeping the tray and sand clean and dry.

This cat has decided your garden is part of his territory, so he marks it to advise other cats, and this is where you start to break that cycle.
Remove all faecal matter and scrub the area thoroughly with hot water and disintectant.
Leave several moths balls in the area where the cat toilets, and place some more at the base of ytour boundary and on top of any walls or fences the cat uses to access your garden.
If - and it is a big it - a cat returns and fouls, repeat the above.
The essential aspect is to remove all traces of scent - that is what makes the mark, and what another cat will overlay, which makes the territorial marking an ongoing pee and poo fest.
That should work it's harmless, and won't hurt any cats, or your relations with your neighbour.

I've read all the other posts & would just like to say please don't use any disinfectant that turns cloudy or milky in water. These types include 'Jeyes Fluid' & are poisonous to cats. They are particularly dangerous because the poison is absorbed on contact through the skin.
However, when removing cat toilet in the house it is recommended to avoid using bleaches & disinfectants because these smell like another cat marking & prompts the offender to re-mark so as to stake a claim to the 'disputed' bit. Biological washing powder is used indoors because the enzymes break down the 'smell'. I'm not sure if this would be safe for the enviroment outside?
Gravel just seems to the cat like a giant kitty litter box, if you could use really large gravel or fist sized cobbles it would discourage kitty because they are not suitable for the purpose. Also you can use an empty wire hanging basket upturned over plants as protection from crushing & uprooting. The plant will grow through so you won't see it.
