Cold water aquarium.

I am setting up a cold water aquarium about 23 Ltr. I have tested the water quality ie chloride, ammonia, nitrate, nitrite etc etc but the water is still cloudy. I am only getting 2 goldfish and according to the information on books/internet etc the water should have cleared by now (6 days) is there anything more I should be doing.
