Bird feeding - Seagulls

I live 10 miles from the sea and since living in my house (2 years) we have been plagued by seagulls, pigeons, magpies etc (large birds).

It turns out 2 neighbours who live opposite ach other (2 doors down from me), feed the large birds at dawn, then every 2 hours all day, every day.

This creates noise, excrement, feathers and now rats.

We have a few neighbours that have complained and some that 'sit on the fence', we have spoken with the council who can only sort the rat problem, but are unwilling to stop this nuisance.

Did I mention we tried mediation and the bird feeders totally ignored our request to reduce the feed.

Help from anyone please!

Get a couple of large cats. Not to catch the birds but they will scare them away.
Don't the neighbours that sit on the fence scare them off then?
how about getting a sparrow hawk?!
Where those two neighbours feeding the birds before you arrived 2 years ago?

Yes, they have been feeding the birds for over 10 years, hence the reluctance to stop. "I was here first" and all that.
