My daughter has a problem at the moment with the dog from her neighbours. They have this 3 legged dog but the bast***wards have gone away and left it in the garden. My daughter has been feeding it and would take it in but she has cats that would be upset. She heard it tonight at her front door and the dog was sat there with the empty food bowl in it's mouth. She wants to ring the RSPCA but is afraid they may put the dog to sleep. What do you all think is the best course of action.

Have you a local dog warden (try contacting through Environmental Health Dept. of Council)?
They are usually more help than the RSPCA (who would in all likelihood have killed the poor dog anyway).
The dog warden should pick the dog up and charge the owners for its return. If they don't claim the dog back, or don't want to pay the money the dog warden may pass the dog onto a charity for rehoming (depending whereabouts you are).

I don't know how long the owners are away for. Part of the house is a flat which is let to a young woman, she comes and goes but doesn't like dogs so she won't let it in. Anyway my daughter has a friend who is a vet so she is seeking advice from him. By the way the dog is in Southport if anyone is interested.
I bet the RSPCA asked for your daughter to donate to them though? They usually ask everyone that contacts them if they can add them to their list for donations.
