Is this failing to clear up after a dog?

Whilst I was walking on the path taking my daughter to school today. A man was also in front with his puppy. The dog pooed on the path and without meaning to sound so disgusting it was quite sloppy and to make it worse he allowed his older daughter to clear it up. She did so but not very well so there was still the remnants on the pavement and this would have been enough to soil someones shoes. Now to be realistic without carrying a bucket of water to rinse of the path there was not really alot else he could have done to clean it completely but it just got me thinking if he could get fined for it as there was enough left to walk into.

We live in a world of bacteria and other microscopic life forms which inhabit every environment, not only on the planet but on and within ourselves. In fact, larger life forms such as mammals could not have evolved and would soon die if it were not for bacteria. Our bodies have evolved to live with all forms of microscopic life, not only the beneficial forms, but the more harmful ones. To develop a paranoia about bacteria ultimately does more harm than good. We need them.
I live near a world famous hospital which I walk past every day. I always see doctors and nurses walking in and out the hospital. They get out their cars, off the bus and walk in off the street. They wear the same clothes and uniforms they do on the wards and there is nothing to stop them walking dog muck, bacteria etc of the street onto the wards. Not only that, hundreds of friends and relatives visit patients every day and members of the public like me stroll in too. I was in a hospital loo recently when I heard a cubicle flush. Out came a man in blue trousers and theatre gown - and then he walked straight out without washing his hands! Presumably to go on the wards!
Lottie's point about humans is perfectly true. Humans rank among the most vicious, damaging, deadliest and dirtiest of animals and the most dangerous and unhealthy vectors of disease. Not only are humans destroying 100 animal species every day, but they are destroying the very planet we all live on. No other animal does that. Humans cause millions of injuries and deaths every year Karl, far more than dogs.
Don't worry about dog poop or bacteria tigwig. You and your children are in far more danger from the people around you.
