It's no big deal- forget it and don't let it bother you, because if she had wanted to do it she would have as it's free ( if she does it via the common useage method) and about £30 by any other.
There isn't a cost unless she wants to change back by deed poll - she can call herself what she likes. I divorced over 20 years ago but still kept that name as it was what the majority of people knew me as (and I liked the name better than my maiden name). It makes no difference - your husband's ex is no longer part of the family if she is divorced, it's only a name. I kept that married name for my business even after I remarried - it's what everyone knows me as. It's no big deal.
Changing her name won't make her disappear or no longer be part of his former life so there's not much point on dwelling on it.
I've kept my married name for many years since our divorce. I don't know whether it's been a concern for either of his following two wives (not both at the same time:o)) ...maybe the fact we're still friends has bothered them more.

She can use any name she wishes provided it is not an attempt to deceive. I suspect the "cost" thing is just to get you off her back. My advice is to try to not let it bother you. No reason why it should is there ? Or do you think your husband is about to rush off back to her simply because she uses his name ? Not very likely is it, so let it be "water off a duck's back". Ignore it.
