I get the impression that most books currently published on paper take a long time - if ever - to be published as ebooks. Am I right?

I don't think there's much delay with popular books. Why don't you check on Amazon to see if the books you're thinking of are available?
Not just Amazon - try Waterstones, WHSmith and look at the publishers websites.
No,. not at all, I'm looking at a book at the moment on Amazon which comes out in early march, and is also available as a download
If you mean textbooks for courses of study, you are right. Publishers are terrified of losing profits if they allow e-versions of popular textbooks. Novels, however, seem to come out much faster in e-versions.
