Acrylic paint is a good starting point as it can be used in different ways -wet on wet to get a water colour type painting through to very thick paintings with lots of texture. its also relatively cheap to buy and easy to clean brushes as its water based.
Do you mean the medium you could work in?
If so, I'd recommend building up skill and experience with the materials you have to hand. Sketching with pencil, ballpoint pen, gel pens. Textile based if you have textiles to hand. You can begin painting with any old paint - but the brush qualities are important for he outcome. Charcoal & chalk - easy enough to come by, use old wall paper as you experiment.
I think what I'm saying is like what Paul Simon wrote - ' wanna be a writer, don't know how or when? Find a quiet corner, use a humble pen'.
Buy heavier paper if you are drawing or inking - I use 600g for my drawings and that's not cheap at £30 a pad - ten sheets - but well worth it.
a little guidance from you on what you intend to do would help position the question, by the way!

I think primarily, all platforms are OK. The perfectness depends on the artist's choice. The platform which he feels comfortable to do his artwork is the perfect. The artist will choose from different online stores like Amazon or eBay or Artist Supply for his art materials, that is his perfect store choice.
