It seems to be intriguing a lot of people ,lil'frog.
It appears to be called 'Figureheads of Mankind' and looking at the present day models including Margaret Thatcher, Saddam Hussein, Osama Bin Laden, plus the most recent statesman Putin (2000) - it must have been painted in the last seven years. There's a start, anyway.
