I failed the higher English exam, but passed the internal units. These have appeared on my certificate. Do I have to resit the internal units along with the new class?

No. It's always possible that the school might force you to resit them anyway but even if they did, and you failed them, the passes you got last year would count instead.
Not in theory, but it really won't do you any harm to resit them. It will keep your skills fresh.
