you can buy special stuff that can get it off just look for makeup removers and look on label and it will tell you.
Baby wet wipes are good (Johnsons -they contain Baby Oil)

don't bother with proper makeup remover types, good old Johnsons are spot on and most supermarkets do BOGOF.

Yes! I struggled with this for ages, and I wear alot of stage make up because of my job and this brings it all straight off....baby oil!

Put a litttle on a cotton pads and wipe over your eye and it brings eyeshadow, masacara, eyeliner anything!

Splah with a bit of water after to get rid of the residue and you're sorted!
Hi
This doesnt really answer your question but my beautician told me never to use waterproof mascara because when you remove it you have to scrub harder than ordinary mascara, therefore stretching your skin more, aging it more quickly. Also any residue can damage your lashes by weakening them

Unless you have really runny eyes, try and stick with ordinary mascara. I have loads of allergies and I use ordinary mascara and it doesnt run!
Soak the cotton wool pad with some waterproof eye makeup remover (I've found Boots No7 to be quite good).
Hold the cotton wool to one eye, press gently, and hold for a little while to 'soften' the mascara.
Gently wipe downwards with the cotton wool and most of it should come off in one go.
If not, a couple more gentle downward strokes to remove the rest (don't rub in circles, you'll end up with bald eye lids!).
Repeat with other eye.
Splash with water to remove the slightly oily feel the remover will leave.
Finish off with a gentle eye cream.

Agree with My Angel Pie, Johnsons wipes work well too, same process but you won't have to saok them first!
