Dying blonde on top of black?

I've recently seen a girl with black hair and a blonde fringe, and have wanted to do my hair like that. I don't really have any experience in anything except basic dying though, so I was wondering how exactly would I go about putting the blonde into black dyed hair?
Do I dye my hair black first then section off the section I want blonde and put pre-lightener onto it?

When my daughter had her fringe blondified, the hairdresser bleached the which was to be done first, then put a conditioning toner on it. As the rest of her hair stayed it's natural colour, this might not help you much though :-(

i had dark hair...i went blonde...by a hairdresser. even ask around for a friend who may do it on the side...My hair got done gradually...however if you really want a DIY cheap option then go to sallys or salon services and ask the for bleaching powder and peroxide. The first few times you may need to keep doing it to get it from orange to yellow from yellow to white...depending on which colour you want.

I used technique blue bleaching powder - about �4 and 40 peroxide (technique make again) for about �10...big bottle and tub so will last agggges too...

However dont forget lots n lots of conditioner..My hair is RUINED, lacks shine, is dry & unhealthy looking...So maybe a hairdresser is needed.

I did this for a friend of mine JL. First of all, dye the black fringe red. If you don't, it'll more than likely turn green.
On top of the red, goes the bleach.
