24 Hour Heart Monitor

My mum is 85 she has an irregular heartbeat according to her doctor ..she has passed out three times never knew anything about it so the doctor has got her an appointment at the hospital on the 6th April to wear a heart monitor for 24 hours ...today she gets a letter saying " sorry this has been cancelled due to unforeseen circumstances and now we have changed your appointment to the 12th September "
I find this unbelievable who can I complain to ...her doctor or the hospital she needs to get her heart condition sorted as soon as possible.
