The scrapped scheme was appearing to work even before it really got going, so, at this stage is can only be biased opinion to claim it didn't and wouldn't work.

 

It needs a U turn immediately before Rwanda decide to consider the facilities bought are theirs to do what they like with, despite we having paid for them.

No it didn't. It was supposed to be a deterant, but they still kept coming. Scrapping it hasn't made a difference to the numbers making the journey.
