Buy a fuel pump yourself from a good motor factor or even get one from a scrappy, pumps are generally electric and not that hard to fit, just a couple of wiring connections and two or three pipes, sometimes the hard bit is getting at it if its mounted in the tank, cars usually have an access hole under the back seat but im not sure about your van. try and get a manual which will show you how to do it, The timing belt change is not essential, Its more of an insurance thing to change them regularly as if they do snap, the damage to your engine will be very serious, A new belt should be no more than about 30, any decent mechanic will change it in less than a day, half a day if its easy to get at.
