Parking Fine Question

Can any one help me ? I was issue a Parking ine ( penalty charge notice ) and the Parking Attendant was wearing a Motor Cycle Helmet - he was wearing other clothing as well, but I have been told that he should have been wearing a Hat which is part of the Uniform.
Is the Ticket valid. Thanks for your help.
