This can be confirmed by your Dr, who can do a blood test. I'm pretty sure that teenage boys get slightly swollen in this area around puberty anyway, only your Doc will be able to tell you if your body is developing normally...make an appointment I'm sure it'll make you feel better.
if its just fat you may be able to get rid of them by lowering your body fat with lots of cardio exercise .
if its gland which is a lumpy tissue behind the nipple then the only real solution is surgery ,which you might be able to get on the nhs ,depends on which health authority you live in ,the only alternative is going private which isnt cheap.as your only 15 you may be too young for surgery yet.

mindbullets said it, just a quick route is any qualified personal trainer at a local gym. You needn't be a member, just go for a trial visit and when describing your aims from training, show them what you mean and they'll both tell you the reason and the quickest targeted exercise to deal with it. It's pretty hard work and helps to combine with a diet plan but the effort usually pays off.
sorry Rich i was a little "quick" with my answer..... good advice has been given i feel b4 exercising you must always be checked out by gp , this visit will examine any possible causes of the excess weight ie thyroid ,excessive male hormone, etc. Im not male but know at your age peer pressures to look good are immense , b happy in who you are take our advice and im sure the problem boobs will soon be a worry of the past good luck...... were always here if need a chat x
Bearing in mind you are 15, its too early to say whether you have gynecomastia - so don't panic about that. Excercise may help as suggested but the really issue here is that your body is still growing and developing. It's a perverse twist of nature that at the time when we "need" to look good in order to be attractive to others our bodies are playing all sorts of tricks to make us look weird. You should have seen me at 15!!!!!! Truth is this appearance stuff is all in the mind and what looks good in one culture is ugly in another and vice versa.
