When you say goodbye to someone other than your partner and they offer you a handshake and lean forward for a kiss on the cheek, are you supposed to actually kiss that cheek or just brush it with yours? And in what situations should you kiss both their cheeks?

Go for the double cheek kiss. Unless it's one if your friends' good looking husbands. Then you do "sneaky lips".

Depends on the person, location and situation.
If in France then air kiss both sides, quicker and you do it a lot to loads of people so it saves time, especially if meeting quite a few people you know or are being introduced to.
Here, depends on the company and how well I know them, different etiquette for business or more formal company for example. An upper class air kiss is difference to an affectionate cheek kiss and it can be easier to go for one then see if they move to double-kiss (unless you want to get in there first! :)).
