Because foetal development includes nipples before the gender of the foetus has been determined, so they are in place, needed or not.

I saw something about this on the TV. Apparently every baby starts off as a female when its a fetus, and the nipples are formed before the final sex is decided

what i understood is that the sex is not decided until the 11 week of development and the nipples have already formed by then.
