A coupe of things come to mind from this story.
1) If circumcision can lead to penis amputation, how come it is still legal?
2) Whilst this procedure will be excellent for cases like cancer, now it is proven to work just how long before it is abused and it becomes for cosmetic reasons ?

Activity which can lead to an amputation is widespread and legal (cf the recent Alton Towers episode) so don't expect any help from that direction. There is a limit to the amount of "protection" the Nanny State can exercise.

i think you'll find that the alton towers episode is far from legal - the holding company has had enforcement action taken against it (prohibition notice) and since these are a matter of public record, you'll find the document here

OK mushroom, so IYO that was a poor example, but what about driving - lots of amputations occur in accidents there, so my point still stands.
We couldn't ban driving because it sometimes leads to amputations, ditto circumcision.
We couldn't ban gliding because it sometimes leads to amputations, ditto circumcision.
We couldn't ban skiing because it sometimes leads to amputations, ditto circumcision.
We couldn't ban cycle racing because it sometimes leads to amputations, ditto circumcision.

.... and so on. You can't legislate against things going wrong.
