My grandson is 5 and half, autistic, and incontinent. Is mother eligible for any allowance to help care for him?

There will probably be a carers centre in your area (these are local charities and independent to the local council)

Phone them up and they can give you all sorts of advice, including benefits advice.
Google 'parents partnership network' and contact your local branch. They provide up-to-date information about allowances and locally available help. I've used them and that are amazing - they helped me get stuff in place far quicker than waiting for my health visitor.
The CAB are unbeatable for benefit advice, and if there are any available they will help you make a claim. Call in at your local CAB and make an appointment to see a specialist benefit adviser, do it asap as there is normally a few weeks wait for an appointment.
When we tried to claim DLA (disabled living allowance) for my wife we were turned down 3 times, then we got a CAB advisor to make the claim for us, we got the full amount within 5 days and 6 months backdated payments !
