hc...sorry about that unhelpful and pointed remark by Asquith, but this condition of drying and peeling of the foot is quite common in diabetics being due to a peripheral neuropathy( nerves damaged and particularly those to the glands that supply oil and moisture.
The skin becomes dry and peels. Do not remove the dead skin.
Soak your feet in warm water daily...dry well and put some petroleum jelly on the area. Do not use creams and particularly between the toes.
No big deal......it will settle.
