This reaction may be caused by the nickel in the buckle.  Applying a coat of clear nail varnish to the back of the buckle may reduce, but probably not eliminate, the reaction.
or get a belt with a stainless steel, brass or silver buckle if you can. I have the same problem with nickel and so have to be careful with non precious metal jewellery, especially watches.
spooky Gnu, I suggested the same thing to someone the other day about a nipple ring.  I do that with earings so they don't irritate my ears.  With something as big as a belt buckle, you could I suppose dip it in some actual, wood varnish.  The coat would be thicker and more durable and probably last longer.   It wouldn't matter so much as it wouldn't actually be going through your skin, just next to it.  Alternatively, with the cold weather, you could wear a vest.
I have exactly the same problem as you alfie, and yacht varnish did the trick for me as per mimififi's post.  Do you also get a rash off the studs on jeans?  I solved this one by sewing little bits of cloth over the studs inside my jeans (laborious but permanent).

These belts totally reuined the skin on my stomach - it began as a small rash then gradually scarred me. I had used ointments to control the itching then eventually went to hospital for a skin test and found out i was allergic to Nickel. The skin specialist said to get plastic belts if available in the market. The itching is rare but the scar is present. I still use the onintment once a day and keep the skin moist with skin lotion and sometimes oil. Incidently, when i was a child I had eczema which i grew out of but ended up with sensitive and dry skin.

Yes, I think getting a stainless steel or brass buckled belt is ideal as well as covering up the studs on the inside of the jeans, especially where the inside button is. I believe maybe the scar and the itching will permanently disappear this way.
