Troublesome Neighbours

A friend is having problems with the next door neighbours. Two men have been housed by a charity in a residential area where the vast majority have to work. Music starts at 10.30 at night. That's just the start of it
What are the key pointers that will make the charity do something to effective- the other attempts have come to nothing

They haves plenty to the men and the housing society but still it continues. Police aren't interested

You need to phone the council. Hopefully they send someone out to register the level of the noise.
