What's My Exs Problem?

All of you who read my previous question, will know I've recently had a break up.
A decision that was wholeheartedly for the best & since then I have been working towards moving forwards.
Recently he contacts me to advise me he still finds it hard, tells me im the most beautiful girl in the world and all this. I told him there was never any possibility of us being together. Two days later he tells me he is seeing another girl & doesn't love me anymore. I keep it short and sweet and advise I hope he is happy and it's cool if he doesn't love me anymore. He didn't reply. The next day (today) he responds saying he does love me, as I am his 1st love, but not like that anymore.
I didn't reply.
Just curious as to why he is still contacting me? If he is happy with another girl, which I accept, because we didn't work together & I wasn't happy, then why is he feeling the need to keep trying to contact me?
Any guys have any ideas?
I decided to cut all contact today. So going forward I won't contact him. Im just curious if he's trying to hurt me or get a reaction?

He's still not over you, desperate for you to have a change of heart so that the dream/expectation of sharing his life with you returns as reality. He tried to move on by finding someone he liked but since he hasn't developed the depth of feeling with his new friend that he shared with you, he's wavered, decided this wasn't what he wanted, yhat he was fooling himself, and returned to hoping to change your mind.
Since you are convinced that you have done the right thing you simply have to be firm and not give any unintended hope. Sometimes it is easier to have a period of total non-communication until the situation has been truly accepted by all.
