Neighbour Smoking, Affecting Others.

A friend lives in a first floor flat and her neighbour below comes out onto her balcony/terrace below to smoke. The smoke rises up and is very unpleasant for my friend, even coming into her kitchen.
She wants suggestions as how to approach this problem, as, if she asks them to stop please, and explains how it is affecting them, and they say no, she still has the problem and, now, an angry neighbour.
Any practical suggestion please.

Sorry, you're right. She could simply politely say - 'I'm sure you don't realise but when you smoke on the balcony it wafts up and through my window, is there any way you could prevent this please'.

It may also be worth noting that recently a lot of Landlords and Housing Associations have introduced no smoking within properties - thereby pushing more people outdoors than before.

Not angry, I offer a simple, obvious, solution to an inconsiderate neighbour. You sound angry to me with your nightly BBQ threat. It is a trait of smokers to get angry when their victims offer the slightest dissent. It was your selfishness that made the smoking ban in 2007 necessary, you'd never have put your own house in order. I endured up till then with the rest of the non smokers, all the time we knew our time would come and it has mainly due to your own selfishness that it was forced upon you. Now you hide like dissidents in whatever place you can, still banging on about freedom of choice etc with once ever acknowledging the foul outpourings you inflict upon the non smoker. Your disgusting habit is, thankfully, in its death throws and history will note it as a curiosity.
