A friend lives in a first floor flat and her neighbour below comes out onto her balcony/terrace below to smoke. The smoke rises up and is very unpleasant for my friend, even coming into her kitchen.
She wants suggestions as how to approach this problem, as, if she asks them to stop please, and explains how it is affecting them, and they say no, she still has the problem and, now, an angry neighbour.
Any practical suggestion please.

Sorry, you're right. She could simply politely say - 'I'm sure you don't realise but when you smoke on the balcony it wafts up and through my window, is there any way you could prevent this please'.
The kippered flat dweller should check the lease to see if smoking is banned on all parts of the property. If so, she has a good case and should start with the Citizens Advice Bureau.
Great idea Atlanta, also check on farting outside, spitting in the garden whistling whilst you garden and anything else which may upset some nutter upstairs, ye gods.

What I was looking for was a diplomatic solution that would leave the smoker and my friend equally happy, but obviously not possible. Thanks anyway.

The lady downstairs could knock on her ceiling with a broom handle when she's just about to go outside for a cigarette. The lady in the upstairs flat could then close the window for the five minutes that the neighbour is going to be outside smoking. How's that?
How about have some flower planters on their balcony, then when downstairs goes out for a smoke, water the plants - ensuring the water reaches the ground!
Jennykenny, I don't think there is a practical suggestion to this, as unless there are rules from the landlord of the properties banning all smoking on the premises (even outside), there is not a lot can be done. I do sympathise with your friend though, because smoke does travel, and why should she have to keep her windows closed because of someone's filthy habit? Those of you who made sarcastic remarks should think about passive smoking.
It's not worth falling out with a neighbour for. Tell her to close the window if it bothers her. That's what I do when the farmers around here are muck-spreading.
