for how long has a brush been in use that would reduce its plaque removing ability up to 30 per cent than a new one?

I would say that depends on many factors such as the hardness of the bristles, the material they are made of etc... but probably a fair assessment would be that when all the bristles have fallen out then it might be time to buy a new one.
