you'd be looking at at least £20 PH thru an agency. Some (most?) agencies have a "smallest" amount of 2 hrs

It depends where you live, mostly. I would ring a few local agencies just for quotes.
Around here, 5pm would be around £22/hr and 9pm around £25.

I have also seen some that add on petrol and travel time, but most don't, so make sure it's included.

I pay £20 an hour for care from a private carer. I believe it to be a £ or so cheaper than social services charge.
