Mobile Phone Ringing Mystery

I have a friend who calls his girlfriend (of two months) who apparently lives in an area with a poor mobile signal
On several occasions he has called her and hears the message 'the mobile you're calling is not available' so he tries again in 5 minutes the ringing tone is on his phone but his girlfriend says (when he speaks to her later or the next day) her phone has not rung ( it's switched on and the ringer setting is on)
Is this possible? I think she's just avoiding him - are there any knowledgeable folk who could settle this please

I'm no expert but suspect that it is the local exchange that generates the ringing tone, not the end phone. If you try phoning a nearby mobile you will hear the ringing tone before the phone rings.
