Wearing Shorts

I work in an open plan office. A member of staff has recently asked management if it would be possible to wear shorts in the office. Due to the exceptional hot weather we have been experiencing I can see why the question was asked.
I personally don't have an issue with shorts, i personally wouldn't wear them myself as they wouldn't go with a shirt and tie, but I'm perturbed that the person in particular is over 60, he has a pair of sandals hidden in his work drawer that he puts on when he gets to work in the morning and to tell the truth his toes are rather scabby. Its been known that he is a bit of a letch, leering at the girls in the office. I just don't think it would look a pretty sight.
The management have said it is not proper work attire. He has now lashed back stating it is sexist, due to the young girls he is leering at wear shorts in the office that is deemed acceptable. Do you think this is fair?

of course i work! - what sort of dumb question is that! you're questioning that because I am on here?... so does that same question go for all the others on here also?...raysparx, spinchump to name a couple.... regardless of what we all do, I am not sat looking at how people are dressed, if you understood the post in the first place you wouldn't ask such a moronic question!
