Spots on my arms

I have loads of white head type spots on my arms. I have tried exfoliating etc but that doesn't seem to work! Does anybody know what causes them, and more importantly waht gets rid of them??

i had something similar to this and i went to the doctors and he said i should drink more water and take vitamins.i did and it cleared up in no time
