Tracheal shave on the NHS?

An odd question I know, but is it possible to have a tracheal shave operation on the NHS? My OH has quite a large Adam's Apple that sticks out a bit and it gives him a lot of anxiety. He doesn't go out without having his collar sticking up, or wearing jackets and jumpers that cover it either partially or completely. I know it's possible to go private and have this done but it costs thousands for what is a relatively short and minor operation, we'll never be able to afford it. Any advice appreciated.
