A work colleague of mine has a phobia about white underwear, does this phobian have a name or is she just a freak?

Sounds like she may be less concerned about the colour, and more about what such a blank canvas may reveal to the eye. She may have an obsessive fear of bodily fluids and functions, and this would heighten her awareness of them.

also if i were you i'd invest in some white underwear and some daz and wear white underwear every single day and make sure you subtley flash her EVERY DAY. til she goes mental...
