Can i report my horrible evil and moraless neighbor to the rspca or the police for this?

My neighbor like a drink and is always drunk and abusive to everybody and she owned an african grey parrot. 3 nights ago she came in drunk and as both of our back doors were opened i could hear her taunting her parrot as usual when suddenly i heard a shrill scream, i then heard her crying and telling her friend to call an ambulance. When i went to the front my neighbor was sitting on the step with her mouth split opened from the top of her lip to her nose where the parrot had bitten her, so off she went in the ambulance and at 2 in the morning i was awoken by loud shouting, squawking and crashing sounds which lasted 15 min and then stopped. I was worried but have heard this many times so thought nothing of it and went back to sleep.
The next morning the binmen came and i went out to hand them a full binbag from my kitchen bin and saw the binmen peering at something, it was my neighbors parrot in the bin, dead and ripped to bits, this really shocked me.
I saw my neighbor later on that morning and asked her what had happened to her parrot and she said and had somehow got the cage opened and killed the parrot. This isn't true and it's clear that when she came from the hospital she launched a revenge attack on the poor parrot which has been getting abuse for years and gave her a well deserved peck.
No animal deserves that. Can i report this to the rspca? I wouldn't be prepared to testify in court against her as she's quite a scary character especially when drunk but would be prepared to give an anonymous statement.

No expert but I'd have thought that killing a pet would be something of interest to them, as otherwise the implication is that if you were in danger of being reported for abuse you could just kill and get off scott free. I think it may be worth reporting a suspicion anyway, they could then decide if they are interested or not.

This is what my daughter also said. Such a shame that lowlifes like this can get away with this and will probably get another and abuse that too.

You could but as above it won't go anywhere as I assume the body has gone so there's no evidence. You should have done it when the bird was being abused in the past.

phone the RSPCA and ask them what they think of the story. I dont understand why you are asking on here when you could be on phone to RSPCA.

You're not even prepared to give a statement to court if they were interested so what would you expect them to do exactly. Since you said you'd heard this sort of noise many times then you should have reported any suspected abuse of animal much sooner.

you can call the RSPCA if you want, but what would you expect them to do? The body is gone and the only witness refuses to talk. They can't build much of a case out of that.

Sorry all of your answers weren't there when i first answered so thank you for replying. Ankou she's a violent drunk and usually has her friends which consists of rogues and streetdrinkers and to be honest im afraid of her and her friends so didn't want to bring any attention to myself. A little while ago the neighbor on the other side called the police regarding noise being made by her friends and was burgled two weeks later and her home wrecked, a few friends were arrested but no charges were brought to them.
Oldgeezer i will phone them now anonymously and see whether they are interested. Thank everybody
