Confusing Behaviour

A friend has a problem and I don't know what to tell her, so I decided to ask you all on here.
She knows a guy who she really likes, but one moment he'll be really flirting with her, quite obviously, the next thing he'll just be joking about with her like a make, and then the next he's blanking her completely.
She used to be really shy around him, and she finally came out of her shell, and he would say things like 'I LIKE the LOOK of that...' while staring at her and he'd tickle her and it seemed as if he was REALLY into her.
Then he just started kidding around with her, which she still obviously loved, but then lately he's been blanking her, and she tried to speak to him but he just carried on with what he had to say and only barely acknowledged her at the end of speaking at her. And I really do mean 'AT' her and not 'TO' her.
What do you think he feels about her? Do you think he likes her but doesn't want to show it, or is trying to get over her??
Or is he just playing her??
