if someone has been claiming jsa and they sign off even if its only for a day, will a new claim start afresh, by that I mean that I know original claim is only paid for approx. 6 months, so will they be able to claim new for another 6 months

If it's CB JSA the answer is 'no'- otherwise someone could just sign off as their 6 months comes to and then sign on, thereby meaning they could claim it for ever.
The rules state that CB JSA may be claimed for only 26 weeks in any benefit year, so the clock doesn't go back to zero if you sign off and then sign on again very soon afterwards.
If it's CB JSA the answer is 'no'- otherwise someone could just sign off as their 6 months comes to and then sign on, thereby meaning they could claim it for ever.

JSA(CB) may be claimed for only 26 weeks in any benefit year. When entitlement to JSA(CB) is exhausted, JSA(IB) may then become payable if eligible (see below).
If there is no entitlement to JSA(IB), a person can re-qualify for JSA(CB) in a subsequent benefit year based on contributions paid in the relevant contribution years, providing that there has been a break in of at least twelve weeks. S/he must wait until the beginning of a new benefit year before s/he can claim again.
