Category C prisoners are those who cannot be trusted in open conditions but who are unlikely to try to escape.
Category D prisoners are those who can be trusted not to try to escape, and can be trusted within an open prison.
In short, depending on the crime, there is nothing you can do, but wait for a date of release. Following this I hope your partner has retrained and you can build a better life together.
