My wife's mother recently died. Is she responsible for any outstanding credit card debts?

When a person dies all debts for which they were exclusively liable are paid from the decedent's estate, with all remaining monies forming the basis of any inheritence. If there is not enough money to pay off the debt then nobody else can be held liable and the debt dies also. If somebody has signed as Guarantor, the liability is theirs.
