I have recently bought something on line using Paypal. The correct amount has been debited from my current account, but the cleared account balance is exactly £1 less than it should be. Does Paypal always do this ?

PayPal never charges a fee to purchasers unless a currency conversion is required:

I've never had that experience, unless it's as chris suggests, I'd take it up with them.
That sort of thing is not normally a fee - many sites first of all put a test authorisation through for £1 to confirm the card is valid and then a separate transaction for the full amount when the transaction is complete. The £1 is never taken and eventually falls off the system

But I'm not clear why paypal should work that way.
