Whilst you do not need to display a tax disc now you still have to go through the procedure so DVLA know that you have all the current documentation. I assume being in Belfast your car will still be registered with DVLA. Is it registered as Disabled on the log sheet that makes it tax free. If so then you have to prove that you are still entitled to tax free status by providing evidence of entitlement. Regarding the compound issue I don't have any suggestions.
Was this an offer from Citroen to pay the VED for the life of the car? The Honest John page for your car shows a minimum of £30/years.

If it was a dealer offer you may have to tax it yourself and reclaim the money in which case our car was on the road illegally and that's why it's in the lockup.

You no longer have to display a tax disc whether your car is exempt or not. All records are held on computer. The clampers have access to DVLA systems and records otherwise they would be picking up the wrong vehicles every day.
If you change your vehicles or address you need to let them know. You really haven't got an excuse.

How was it taxed previously? Did you do it or the dealer? If it were the dealer, phone them.
Whoever taxes it usually it is still your responsibility to ensure everything is in order as you are the registered keeper.
If a car is 'tax free' for any reason - it is classed as 'disabled', low emission, vintage, whatever - the keeper still has to renew the tax every year even though a disk is no longer issued.
Have the DVLA got your correct address? You've moved recently. If the dealership or Citroen usually taxes it, have they got your correct address?

SirOracle, you need a lot of information to tax a car online from documents that the OP doesn't have with him and can't access:
