If I work less than 16hrs a week and have a young child and live alone can I still claim Child Tax Credits?

Do these rely on my NI contributions ( I do not pay any now) and does my employer pay any on my behalf? I was working 24 hours until recently.

Can grandparents claim these tax credits on my behalf looking after my child whist I am at work?
