I am going to a CITB daytime awards ceremony and only have a black two piece suit i bought for a funeral,would this be okay to wear at the ceremony ?

By CITB - do you mean awards for construction (that is the only time I have seen these initials)
For a daytime event, a smart two piece with a half decent shirt and tie would be fine, wouldn't stress over a dickie bow etc

Should be fine - day-time do's are not usually black-tie.

Wear a nice white shirt that buttons at the collar, and a smart tie (not black!) and you will be fine.
I'm thinking you think a black suit is too formal rather than not formal enough? I think you'll be fine if you wear it with a bright or un-funeral-like tie :-)
go for a bright tie and matching hanky if you wanna stand out
