If the UK withdrawal was made from a cash machine not owned by whoever has issued her card (e.g. she's with nationwide and it was a Barclays ATM) then the cash machine owners (once contacted by her building society) are allowed to take 10 working days to investigate.
I'd expect this full amount of time to pass before the refund is forthcoming but she should get all the money back. Every last penny.
As mentioned, go to the police and get a crime reference number and give this to the b-society.
Just for emphasis - as long as no-one's trying it on, she'll get the money back.

They would not be able to get the money with just the pin number, they would need to know the account no expiry date etc, they must have had some sort of card cloning device attached to the machine. Therefore lot's of people will have been caught about the same time. Therefore I would say the BS are aware of it and should compensate.
this happened to me recently. The bank wouldn't even accept a report of the problem until I had been to the police and got a crime number and a copy of the fraud report form. Once the bank had these details they wrote to me and asked me to confirm what I'd told the police and then they refunded all the money that had been fraudulently removed from my account, no further questions were ever asked. The police told me they got the person (they should have, he was getting groceries delivered using a clone of my switch card!).
This happened to my colleague recently and they cleaned out his account. Although he did get his money back (after 7 weeks) he had a horrible experience with the Abbey National. They said he had to prove he hadn't taken the money out himself. Luckily, our boss was willing to write to the AB confirming he was at work all day and couldn't possibly have visited a cashpoint 150 miles away. But, I do wonder what would have happened if it had been his day off and he'd been at home alone or if the thieves had used a local cashpoint. How could he have proved it wasn't him?!
The answer is when you said money was taken in Romania. England is now full of Romanian (East European refugees) who make a living out of card fraud. I hope you get your money back. Once I got my statement and found somebody had copied my card and used it in a restaurant that I had never been to. I informed my bank and they investigated and I got my money back.
