council tax missed payments

if you miss or delay 3 c tax payments you get a automatic court summons - but are the 3 missed/delayed payments per c tax year or calender year?

They are per the financial year of your particular authority, which in most cases is the same as the tax year.
It is not necessarily 3 misses - it depends on the policy of the local authority. I've seen it done when there are less - particularly if there have been previous misses.
It will be from Apr to March. Legally, they only have to issue one reminder before it goes to a summons, but in practice most councils give more chances than this as issuing summons' is a pain (although it does generate more income in costs!)
